Sarah McDowell

BCom(Econ), BA(PoliticalSc), GradDipLaw(CompetitionRegulation) 

Sarah is a regulatory specialist, with 15 years of experience in leading regulatory programs for Commonwealth and Victorian governments. She is highly experienced in all aspects of regulation, including regulatory design and strategy, education, licensing, performance reporting, compliance and enforcement. Sarah has also led transformation programs to strengthen the capabilities and the performance of regulators. A highly effective communicator, Sarah has significant experience in designing and leading tailored consultation processes and developing and implementing media strategies.

Sarah has held senior executive positions across the Victorian and Australian public service, recently serving as an Executive Director at the Essential Services Commission in Victoria. She currently serves as a part-time commissioner at Energy Safe Victoria.
