Building policies review, walking and cycling strategy development, and public safety bylaw review

What we did

We supported the Wairoa District Council to progress three discrete policy and regulatory projects. Wairoa is the northernmost town in the Hawke’s Bay, which is on New Zealand’s North Island.

First, a review of Wairoa’s earthquake-prone buildings and dangerous and insanitary buildings policies following the Building (Earthquake-prone Buildings) Amendment Act 2016. Second, drafting a walking and cycling strategy for the Wairoa district for the Council to take forward in 2019. Third, a review of Wairoa’s public safety bylaw to incorporate amenities provisions and other updates.

How we did it

From the outset we ensured we had a clear understanding of Council expectations and requirements. We analysed approaches undertaken by comparable authorities, researched and defined best practice, and sourced information directly from relevant central government agencies and Local Government New Zealand. In close collaboration with Council staff, we synthesised this information to produce the two reviews and the draft Strategy for Council consideration, and recommended next steps in each project’s trajectory.

Council capacity was augmented with our assistance and together we were able to progress three projects that will in various ways support the Wairoa district community.
