Helen was previously the Victorian Equal Opportunity and Human Rights Commissioner. She has also served as Australia’s Race Discrimination Commissioner and from 2013 to 2019 was Chief Executive of Oxfam Australia. Helen is a frequent commentator on, and advocate for, issues of gender, human rights, poverty, inequality and race discrimination. She has held leadership roles across the health, human rights, public policy, and international development sectors. Helen is a member of the Judicial Commission of Victoria, a Board Member of Life without Barriers and a Council member at the University of Melbourne. Helen is also co-chair of the Expert Advisory Group on Anti-Racism for Collingwood Football Club.

Helen recently completed the Review into Sexual Harassment in Victorian Courts and has provided her expertise on advisory groups including the Australian College of Emergency Medicine Expert Advisory Group investigating racism and the Victorian Department of Health and Human Services Bullying and Harassment Advisory Group. She was Deputy Chair of the Royal College of Surgeons Expert Advisory Committee examining bullying, harassment and sexual harassment. In addition, she was a member of the Australian Federal Police Future Directions Advisory Committee.

In 2018, Helen was awarded an Order of Australia for distinguished service to social justice through her roles with human rights, anti-discrimination and equal opportunity organisations, health sector policy development, and with the disadvantaged.
